The big shift: per-message, not per-conversation
On 1 July 2025, Meta retired the old 2022 "conversation-based" pricing for business-initiated templates. Today, you're billed per delivered template message, priced by three things:
- Message category — marketing, utility or authentication.
- Recipient's country — the customer's country code sets the rate, not your business location.
- Monthly volume — utility and authentication get cheaper at higher volume; marketing does not.
Free messages still exist. Any reply you send inside the 24-hour customer service window is free (until 1 October 2026). Meta also made service conversations fully free and unlimited on 1 November 2024.
Representative 2026 rates (per delivered message)
Rates are set by Meta per market and adjusted periodically. The figures below are representative USD equivalents current in early 2026 — always confirm the live rate card before quoting a customer.

Meta adjusted several market rates in January 2026 — some down (e.g. France, Egypt), some up (e.g. India). Utility and authentication remain far cheaper than marketing to encourage transactional use.
The three costs on your invoice
- Meta's per-message fee — the rates above, billed only on delivered messages.
- Your platform / BSP fee — some providers add per-message markup; others (like transparent platforms) charge a flat monthly plan.
- Hidden costs — template rejections that delay campaigns, mis-categorized templates billed at the higher marketing rate, and paying for messages users later mark as spam.
A simple worked example
Scenario: An Indian D2C brand sends 10,000 marketing broadcasts and 20,000 order-update (utility) messages a month.
• Marketing: 10,000 × ~$0.0103 ≈ $103
• Utility: many delivered inside the service window may be free; the rest are billed at India's low utility rate.
• Service replies from customers: free until Oct 2026.
The takeaway: the same message costs wildly different amounts depending on category and country. Category discipline is your biggest lever.
Five ways to cut your WhatsApp bill
- Use the free window. Trigger flows that get customers to message first, then reply free-form.
- Categorize correctly. Never let a utility message get approved as marketing.
- Prefer utility/authentication where genuinely transactional — they're cheaper and tier down with volume.
- Clean your lists. You pay per delivery, so remove invalid numbers and non-opted-in contacts.
- Watch your quality rating. Spam reports cap your send volume and waste spend.
What's changing next
Two 2026 developments to plan for: a max-price feature for marketing messages (you set a ceiling and Meta charges the lower of your cap or the market rate), and the 1 October 2026 change making free-form service messages chargeable at the utility/authentication rate.
